Carbon Emissions are Underpriced Due to the Snow Albedo Feedback Effect (job market paper with Zack Miller)
To balance the tradeoff between economic activity and climate goals, a social cost of carbon is estimated to approximate the actual cost of emissions. In this study, we examine changes in surface albedo over time which remain unmodeled in much of the carbon pricing literature. To this end, we combine a state-space model with recent satellite data to estimate incoming energy less albedo from 1850-2023. The results show a decreasing albedo trend from 1940-2023. Moreover, our estimates are consistent with the snow albedo feedback (SAF) where melting ice leads to declines in albedo, thereby causing increased heat absorption at the surface and further melting. Together, these findings indicate that the heating effects of carbon emissions are amplified by the SAF, the omission of which in the carbon pricing decision leads to underpricing.
